1. The Royal Government of Bhutan (RGoB) has received a loan from the Asian Development Bank (ADB) towards the cost of Urban Infrastructure Development Project. Part of the proceeds of this loan will be used for payments under the contracts for Lungtenphu PILOT Area (Package-1). Bidding is open to all eligible ADB member countries. However, the successful bidder is required to register with the Construction Development Board (CDB) of Bhutan before the awarding of contract.

2. Thimphu City Corporation, Ministry of Works and Human Settlement, RGoB (the Employer) invites sealed bids from eligible bidders for the Construction of Road & Drainage, Water supply, Sewerage and Cable Duct.

3. Only eligible bidders with following qualifications should participate in this bidding:

• Key experience requirement : 5 years
• Key financial requirement: Minimum average annual construction turnover Nu.73 million in the last five years.
• Key equipment requirement : Excavator, Road roller, Tippers, Concrete mixer/truck mounted, Vibrator, Water pump, Tipper, Water tanker, Survey equipment, Compactor, Motor grader, Power broom, Asphalt plant, Asphalt Paver, Bitumen pre-heater, Shuttering plates, Heating plate, etc.
• Key personnel for project based requirement: Project Engineer, Road Engineer, Water supply and Sewerage Engineer, Site Supervisors.

4. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.

6. To purchase the Bidding Document in English, eligible bidders should:

1. visit the office of the Project Manager at the address indicated above and pay a non-refundable fee of Nu 5,000 or USD 110 by cash between 09:00 hours and 17:00 hours on any working day from 20 July 2009 till 3 September 2009,

   or

2. request for delivery of Bidding Document for " TCC/RC&WTR/002,; by sending a written application to the Project Manager at the address indicated above. The application must include a bank draft/ cashier's check in favor or Deputy Chief Accounts Officer, MoWHS for the amount of Nu 5,200 (local delivery) or USD220 (deliveries to European Countries) or USD120 (deliveries to South Asian Countries). The document will be sent by courier. No liability will be accepted for loss or late delivery.

7. Bids must be delivered:

• to the address above;
• on or before 13:30 hours on 4 September 2009
• together with a Bid Security of Nu.2,000,000 or USD 42,500 in the form as specified in the ITB & BDS, payable to Deputy Chief Accounts Officer (DCAO), Ministry of Works and Human Settlement.

The bids will be opened at 14.00 hours on 4 September 2009. If the date on which bids are due has been or is declared a holiday for government offices, the above office shall remain open for acceptance until the same hour of the next working day.

Specific Notice
