Short description of the contract or purchase(s)
DFID-supported International NGO Partnership Programme (IPAP), a partnership between DFID and seven INGOs, intends to support the policies of the GoI and DFID in terms of enhancing the role of Civil Society in addressing the multi-faceted issues of social exclusion in India. DFID's contribution to IPAP is 20 000 000 GBP.
IPAP's goal is to improve social, political and economic position of socially excluded communities and its purpose is to increase the responsiveness of government programme implementation, mechanism and service delivery to the needs of the socially excluded communities. The three outputs envisaged under this Programme are:
a) stronger and inclusive organisations and institutions of the socially excluded communities;
b) people centred policy advocacy address discrimination in state and civil society programme implementation, policy decisions, and mechanisms;
c) joint initiatives between the IPAP partners on discrimination and multiple exclusions.
The main purpose of the Management Consultants (MCs) is to:
a) facilitate monitoring and reporting on progress by INGO partners against programme objectives;
b) manage coordination of efforts of Seven INGOs (supported under the programme) in realising the objectives of the programme;
c) act as secretariat to the advisory board;
d) managing fund flows to the INGOs and account for them to DFID.
