The Delegation wishes to identify a shortlist of companies to carry out construction works for perimeter walls, fencing, a guardhouse and the works related to the connection of services to the main building.
Under a separate contract, the Delegation is constructing an office building in Petion Ville, Port-au-Prince, Haiti and requires urgent works to be carried out in relation to the construction of armoured concrete security walls and wire fencing to protect the perimeter. In addition the Delegation plans to construct a guardhouse for security inspections. A further main element of the works relates to the electrical, water and plumbing and communication installations on the site. It will also be necessary to connect the main building to the various supply systems as well as finalising the access works.

Description of particular conditions: Short deadlines are being applied to the contract award process due to the urgency of the matter and companies will have 15 days to apply for preselection. Preselected companies will have at least 10 days to submit tender documents.

Information and formalities necessary for evaluating if the requirements are met: Companies wishing to participate in the tender procedure must be registered construction companies with a qualified structural engineer, civil engineer. The company must have experience of at least 3 projects of a similar nature in a developing country during the last 2 years. Ability to work in French.

Information and formalities necessary for evaluating if the requirements are met: Certified annual turnover of at least 500 000 EUR over each of the last 2 years.
Appropriate declarations from banks. A document confirming the turnover for the last 2 years should be provided.
Minimum level(s) of standards possibly required: Article 93 of the Financial Regulation provides full details of the exclusion criteria. For example, it prohibits the participation of companies that are in the process of bankruptcy, winding-up or any similar situation. Companies must prove they have complied with their legal responsibilities in terms of social security and tax payments. The company organisation chart must show sufficient staff with the relevant technical qualifications. Details of key staff to be used on the project, project director, project manager, resident engineer, logistics manager and project study manager should be provided. The company must be able to provide a list of works executed in the last 2 years indicating value and date of execution.
