1. The Kingdom of Bhutan has received a grant from the Asian Development Bank (ADB) towards the cost of school development, and part of the proceeds of this grant will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.

2. The Project Management Unit (PMU), Ministry of Education, invites sealed Bids from eligible bidders for Construction and Completion of Administration with 4 Classroom and 4 Classroom Buildings at Narang CPS at Mongar. National Competive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure.

3. Only eligible bidders with the following key qualifications should participate in this bidding:

• As contractor, in at least 1 (one) contract within the last 5 (five) years, each with a value of at least Nu.5,000,000 that have been successfully or are substantially completed and are similar to the proposed works.
• Having a minimum average annual construction turnover of Nu. 20,000,000, calculated as total certified payments received for contracts in progress or completed, within the last 5 (five) years.

5. To purchase the Bidding Document in English, interested bidders should:

1. visit the office of Dzongkhag Engineers Office at the address indicated above and pay a nonrefundable fee of Nu.1,500 in cash; or
   
   
2. write to the address above requesting the bidding documents for NARANG/LOT1 - Construction of Administration with 4 Classroom and 4 Classroom Buildings and pay a non-refundable fee of Nu. 1,500 in cashier's check. The document will be sent by courier. No liability will be accepted for loss or late delivery.

6. Deliver your bid:

• to the address above
• on or before the deadline: 7 January 2011 at 2:00 p.m.
• together with a Bid Security of Nu.300,000 or equivalent amount in a freely convertible currency.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend at the address above.
