1. The Kingdom of Bhutan has received a grant from the Asian Development Bank (ADB) toward the cost of Rural Renewable Energy Development Project and it is intended that part of this grant will be applied to eligible payments under the contract for Accelerated Rural Electrification Project ("RE5").

2. The Bhutan Power Corporation Ltd. (BPC, "the Purchaser") now invites sealed bids from eligible bidders for the following:

    -Bid Submission/ Opening Date for all packages: 15 March 2011.

    * For actual quantities, please refer to each of the Bidding Documents.

    * Bidders are free to bid for one lot or a combination of lots in Package 1, 7 & 8.

3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all bidders from eligible source countries.

4. To obtain further information and inspect the Bidding Document, bidders should contact:

    * during working days starting 15 January 2011.

5. To purchase the Bidding Document in English, eligible bidders should:

  • Submit a written application for individual packages to the above office and pay a nonrefundable fee of Nu. 2,000 or US$ 45 by Demand Draft or Banker's Check payable to Finance and Accounts Services, BPC.
    The bidding documents will be sent by domestic post or by courier outside Bhutan at additional cost, or obtained by hand.

    The Bhutan Power Corporation Limited will not be held liable for loss or late delivery of the bidding documents whatsoever.

6. Bidders must deliver their bids:

  • to the address above;
  • at or before 15:00 hours (BST), on 15 March 2011; and
  • together with a Bid Security of the amount specified in the above table.

7. Bids will be opened at 15:30 hours (BST) on 15 March 2011 in the presence of bidders' representatives who chose to attend at the address above.

8. The BPC will not be responsible for costs or expenses incurred by bidders in connection with the delivery or preparation of bids.

9. Domestic Preference Scheme will not be applied.
