1. The Kingdom of Bhutan has received a Grant from the Japan Fund for Poverty Reduction (JFPR) towards the cost of Farm Roads to Support Poor Farmers' Livelihoods Project. Part of this Grant will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the Asian Development Bank (ADB).

2. The Department of Agriculture, Ministry of Agriculture and Forests (the Employer) invites sealed bids from eligible bidders for the construction and completion of Phegpari-Thungkar Farm Road (14 km) under Trashigang Dzongkhag (the Works).

3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.

4. Only eligible bidders with the following key qualifications should participate in this bidding:

  • Experience requirement: Bidder must have (a) completed at least 2 similar contracts (rural road construction in mountainous region) of Ngultrum 59 million each in the last 6 years, (b) completed a project with road formation cutting of rural roads in mountainous region with minimum 10 km in the last 3 years, and (c) constructed steel bailey bridge of at least 60 feet
  • Average annual turnover: Minimum average annual construction turnover shall be Ngultrum 88 million in the last 6 years
  • Cash flow capacity: Bidder has to demonstrate minimum financial cash flow of (7 x working capital + lines of credit) - 40% of current contract commitment >= bid price.
  • Personnel and equipment requirement: Bidder must be able to demonstrate that it can mobilize the personnel and equipment listed in the bidding documents

6. To purchase the bidding documents in English, eligible bidders should:

  • Visit the office of the Project Manager at the address indicated above and pay a nonrefundable fee of Ngultrum 5,000 in cash/cashier's check during office hours on any working day, in favor of Director, Department of Agriculture, Ministry of Agriculture and Forests, or

  • Request for delivery by sending a written application to the Project Manager at the address indicated above. The application must include cashier's check of Ngultrum 8,000 for local delivery or Ngultrum 15,000 or USD 350 for overseas delivery. The document will be sent by courier. No liability will be accepted for loss or late delivery.

7. The bids should be delivered to Project Manager, ADB-JFPR Project, Department of Agriculture, Ministry of Agriculture and Forests, Thimphu, Bhutan, before 1300 hours on 21 November 2011, together with a Bid Security in the amount as specified in the bidding documents, in the form of a Demand Draft or Bank Guarantee, payable to Director, Department of Agriculture, MoAF, Thimphu. If the date on which bids are due has been or is declared a holiday for government offices, the bids must be submitted on or before the same hour of the next working day. Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend. For the purpose of determining the equivalent amount of the required Bid Security in a freely convertible currency, the exchange rates published by Royal Monetary Authority of Bhutan prevailing on the date 28 days prior to the deadline for bid submission shall be applied.

8. The Department of Agriculture, Ministry of Agriculture and Forests will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.
