Water Infrastructure Modernization Project
Supply of Consumer Water meters for The United Water Supply Company of Georgia

1.
The Georgia has received a loan from the European Investment Bank toward the cost of Water Infrastructure Modernization Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for Supply of Consumer Water meters for The United Water Supply Company of Georgia (Contract # EIB/WIMP/ICB/G/05-2012).

The Municipal Development Fund of Georgia now invites sealed bids from eligible and qualified bidders for Supply of:
Lot #1: Consumer water meter DN15 Qn= 1,5 m3/h, – 60,000 units;
Lot #2: Meter box and cover for the node DN15 – 60,000 units;
Lor #3: Water meter test bench and training – 2.
Delivery period is from 90 to 150 days.

Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, revised in October 2006 and May 2010 and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

Interested eligible bidders may obtain further information from Municipal Development Fund of Georgia, Levan Chichinadze, Executive Director,
procurement@mdf.org.ge and inspect the Bidding Documents at the address given below from Monday to Friday 10:00 to 18:00 hours.

Bids can be submitted either for one contract (Lot 1 or Lot 2 or Lot 3) or for all three contracts (Lot 1, Lot 2 and Lot 3). Separate bids shall be prepared and submitted for each lot. Evaluation for each lot will be conducted separately and the Contract will be awarded to the bidder who has the lowest evaluated responsive bid for this particular lot.
If the bidder with the lowest evaluated bids for all three contracts meets the combined criteria for Lots No 1, No 2 and No 3 specified in Items ITB 11.1 (g) and 11.1(h) (i) of the Bidding Data Sheet, the Bidder will be awarded three contracts. If the bidder with the lowest evaluated bids for all three contracts fails to meet the aforementioned combined criteria he will be awarded at the Employer's discretion one contract out of the three based on the most economic combination.
Qualifications requirements include:
To be qualified for award the bidder shall meet the following criteria and present the documents to confirm that as a minimum:
(a) The bidder shall have a minimum annual turnover:
For Lot 1 - of 3 500 000 US Dollars or equivalent during last three years;
For Lot 2 - of 1 700 000 US Dollars or equivalent during last three years;
For Lot 3 - of 170 000 US Dollars or equivalent during last three years.
(b) The Bidder shall demonstrate that it has successfully performed at a minimum:
For Lot 1 - 1 (one) contract during the past three (3) year supply of Water meters and their spare parts wherein the number of meters supplied per contract was in excess of 5,000;
For Lot 2 - 1 (one) contract during the past three (3) year supply of Water meters boxes and covers wherein the number of Water meters boxes and covers supplied per contract was in excess of 5,000;
For Lot 3 - 1 (one) contract during the past three (3) year supply of Water meters test benches and their spare parts.
(c) in the case of a bidder offering to supply goods under the Contract which the bidder does not manufacture or otherwise produce, the bidder has been duly authorized by the goods' manufacturer or producer to supply the goods in the Purchaser's country;
(d) The goods shall be I.S.O. (or with equivalent quality management system certification) certified.
A margin of preference for certain goods manufactured domestically "shall not" be applied. Additional details are provided in the Bidding Documents.

A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee GEL 200 or equivalent in a convertible currency plus courier expenses if a bidder would like the Bidding documents to be sent by Courier. If requested, the documents will be promptly dispatched by courier, but no liability can be accepted for loss or late delivery. A copy of the purchased bidding documents may be forwarded to the contractors by e-mail.

Bids must be delivered to the address below at or before 15:00, March 06, 2012. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend in person or on-line at the address below at 15:00, March 06, 2012. All bids must be accompanied by a "Bid Security" in amount of:
Lot 1 - GEL 115,000 (One hundred fifteen thousand) or its equivalent in a freely convertible currency;
Lot 2 - GEL 160,000 (one hundred sixty thousand) or its equivalent in a freely convertible currency;
Lot 3 - GEL 3,000 (Three thousand) or its equivalent in a freely convertible currency.
A Bid-Securing Declaration is not required.
