For information only and without being binding on the contracting authority, the guard services will be provided for an estimated 150 000 hours per year. The infrastructure comprises approximately 21 buildings/premises (this may vary according to the number of staff in post).

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers:
Information and formalities necessary for evaluating whether requirements have been met: only those companies that have fulfilled all of the following selection criteria will be admitted to submit a tender.
III.2.2)Economic and financial capacity:
Information and formalities necessary for evaluating whether requirements have been met:
— entry on the trade register and on the professional register where applicable,
— tax certificate,
— professional risk insurance certificate,
— licence to perform duties related to the guard and security sector on Gabonese territory,
— proof of having a bank account in Gabon,
— statement as to turnover for the past 3 financial years, signed by a firm of accountants. Turnover must be in excess of 1 500 000 EUR.

Information and formalities necessary for evaluating whether requirements have been met:
— information on professional diplomas or qualifications held by the service provider and the firm's managerial staff,
— reference list of the principal services provided over the past 3 years for international companies, missions or international organisations,
— description of the tenderer's human and material resources: in total, there must be at least 150 members of staff in the firm,
— list of operational infrastructure available to perform duties (vehicles, protective equipment, communications equipment, etc.),
— specific and regular training of operational staff in accordance with the aims,
— description of the quality-assurance measures the tenderer plans to set up for the services,
— authorisation from local authorities.
