II.2.1)Total quantity or scope

Etudes de conformité, modifications, fabrications, transports, montages et mises en service, en câblage et adaptations électriques, portant sur l'évolution réglementaire des installations de protection contre la foudre et les ajustements des installations de circuit de terre, de mise aux masses et de mises en équipotentialité, du centre de tri et de valorisation à Issy-les-Moulineaux, quai Franklin Roosevelt.
Le présent marché à bons de commande est passé sans minimum avec un maximum de 260 000 EUR (HT).

III.1)CONDITIONS RELATING TO THE CONTRACT

III.1.1)Deposits and guarantees required

Le marché comportant un délai de garantie, une retenue de garantie d'un montant égal à 5 % du montant initial (TTC) du marché est prévue en application des articles 101 à 103 du code des marchés publics.
Toutefois, le titulaire pourra y substituer, dans les conditions fixées par l'article 102 du code des marchés publics:
— à son gré, une garantie à première demande,
— après accord exprès du Syctom, une caution personnelle et solidaire dans les conditions fixées à ce même article du code.

III.1.2)Main financing conditions and payment arrangements and/or reference to the relevant provisions regulating them

Le présent marché sera financé par les budgets 2010 et suivants du Syctom par des ressources propres.
Les délais de paiement respecteront la réglementation en vigueur, soit 30 jours à compter du 1er juillet 2010.

Le marché pourra être attribué à une entreprise ou a un groupement d'entreprise, étant entendu que le groupement doit être constitué dès le stade de la candidature.dans le cas de candidatures groupées, le mandataire assure la sécurité et l'authenticité des informations transmises au nom des membres du groupement. Il est exigé pour l'exécution du marché en cas de groupement conjoint que le mandataire du groupement soit solidaire des autres membres du groupement.

Point 1: sous critère d'atrribution.
Le critère technique est décomposé en sous-critères:
— organisation, méthodologie, moyens affectés à hauteur de 70 %,
— délais minima de réalisation indiqués pour chaque prestation unitaire à hauteur de 30 %.
Le critère prix est décomposé en sous-critères:
— montant total du marché constitué de la somme des sous totaux du dossier de prix à hauteur de 90 %,
— au vu de la pertinence des prix unitaires et des sous détails de prix à hauteur de 10 %.

Les opérateurs économiques ont la possibilité de télécharger gratuitement le dossier de consultation des entreprises sur la plate-forme www.achatpublic.com et également de déposer une offre sous format dématérialisé sur cette même plate-forme.

Point 4: durée du marché.
La durée globale du marché court à compter de sa notification et le délai global d'exécution est fixée à 24 mois à compter de la date de démarrage prescrite dans le premier bon de commande.
Point 5: pièces de candidature.
Conformément à l'arrêté du 15.1.2008 relatif à la protection contre la foudre de certaines installations classées, le candidat devra remettre impérativement une attestation de certification "Qualifoudre".
