Le financement sera réalisé sur la section d'exploitation du budget hospitalier, paiement par mandat administratif et virement bancaire. Le comptable chargé du paiement est M. Le receveur des finances-prado, 6 allée Turcat Mery, bât A, 5ème étage, 13008 Marseille, FRANCE. Conformément à l'article 98 du CMP le délai de paiement est de 50 jours. Le défaut de paiement dans le délai donne lieu au versement d'intérêts moratoires. Sauf renonciation du titulaire dans l'acte d'engagement (rubrique D4) et en application de l'article 87 du CMP, l'administration pourra accorder une avance au titulaire du marché.

Le pouvoir adjudicateur acceptera toutefois d'autres preuves de mesures équivalentes de garantie de la qualité produite par les candidats, si ceux-ci n'ont pas accès à ces certificats ou n'ont aucune possibilité de les obtenir dans les délais fixés,
— Certificats de qualifications professionnelles. Le pouvoir adjudicateur, dans ce cas, précise que la preuve de la capacité du candidat peut être apportée par tout moyen, notamment par des certificats d'identité professionnelle ou des références de travaux attestant de la compétence de l'opérateur économique à réaliser la prestation pour laquelle il se porte candidat.

a) Le critère d'attribution "Valeur technique" (70 %) sera décomposé selon les sous-critères suivants:
1.1. Valeur technique des produits proposés (80 %);
1.2. Valeur technique des prestations associées (20 %);

b) Possibilité de retirer le dce et de transmettre l'offre via le portail de dématérialisation https://www.achats-hopitaux.com;

c) Fourniture de spécimens et d'échantillons:
— le candidat doit obligatoirement fournir, à l'appui de son offre, et avant la date limite de remise des offres, les spécimens demandés dans la colonne "Spéci" du tableau des quantités (annexe 1 du CCTP). Ils permettront d'effectuer l'analyse technique des articles pour lesquels le candidat soumissionne (présentation des produits, qualité du conditionnement primaire et secondaire). Ils serviront également de référence pour la durée du marché. Ils sont fournis à titre gracieux à l'AP-HM. Les modalités précises figurent en article 7.1. du chapitre IV du règlement dela consultation,
— les échantillons sont destinés aux tests réalisés par les utilisateurs dans le cadre de l'évaluation technique des offres déclarées régulières, et pour certains produits non référencés. Ils seront demandés le cas échéant en phase d'analyse des offres. Les modalités précises figurent en article 7.2. du chapitre IV du règlement de la consultation.
