Les travaux seront réalisés dans un site partiellement occupé dans un immeuble comprenant sous-sol, RCH et 3 étages et classé ERP. Les travaux divisés en lots consisteront notamment à l'accessibilité pour la mise aux normes et à la création d'un niveau intermédaire dans l'ancien hall de la DRFIP pour la réhabilitation / restructuration. Ces travaux se feront dans l'aile dite banque du bâtiment.

Les réglements seront effectués sur le budget de la DGFIP dans le délai global de paiement de 30 jours prévu à l'article 98 du Code des marchés publics (CMP). Une avance peut être réglée dans les conditions prévues à l'article 87 du CMP.

Les candidats doivent réunir au sein d'une même entité ou sous forme d'un groupement:
— un architecte inscrit à l'ordre des architectes,
— un ou plusieurs BET spécialisés en structures et fluides,
— un OPC.
Au stade de l'attribution du marché, un groupement solidaire de maîtrise d'œuvre sera créé. L'architecte sera mandataire de ce groupement. Par ailleurs il est interdit aux candidats de présenter plusieurs offres de candidatures en agissant soit en qualité de candidats individuels et de membres d'un ou plusieurs groupements, soit en qualité de membre de plusieurs groupements. En cas de non respect de ces exigences, les équipes concernées seront éliminées.

— un tableau précisant 5 références jugées les plus représentatives au regard de l'objet du marché indiquant pour chaque référence: l'objet, l'étendue de la mission de maîtrise d'œuvre, le montant (HT) des travaux, la durée des travaux et l'année de réalisation, l'identification du maître d'ouvrage (nom, téléphone, et courrier électronique du chef de projet),
— une lettre de motivation (une page A4 police Arial 11) co-signée par tous les membres de l'équipe, précisant pour chaque membre du groupement les compétences qu'il assumerait si le groupement était retenu, les moyens en personnel (CV, qualification, l'équipe présentera des compétences dans le domaine ERP) et le chiffre d'affaires des 3 dernières années. La preuve de la capacité du candidat pourra être apportée par tout moyen y compris échéant).

Il est précisé que le marché de maîtrise d'œuvre est une procédure négociée passée en application des articles 74.lll, 35-l-2°, 52 et 56, 65 et 66 du CMP 2006 modifié par décret n° 2011-1000 du 25.8.2011. La date de remise des candidatures (telle que précisée comme "Date limite de demande de participation") est fixée au 6.3.2012 à 12:00. Le réglement de remise des candidatures est téléchargeable, sans identification préalable, sur la place de marché interministérielle à l'adresse suivante: www.marches-Publics.gouv.fr sous la référence: Drfip21-Moe-Ailebanque (il ne s'agit pas du règlement de consultation, ce dernier sera diffusé aux seuls candidats admis à présenter une offre dans le cadre de la négociation).
