— Le dégagement des emprises,
— La construction des pistes de chantier,
— L'achèvement des terrassements,

— Rétablissements de la Rd65 et de la Rn67 au carrefour Rd65/Rn67 (24 000 m3 de déblais, 17 000 m3 de remblais),

— Bretelle de sortie Nord-Sud au carrefour Rd619/Rn67 (45 000 m3 de déblais, 6 000 m3 de remblais).

L'achèvement de la couche de forme:

— Rétablissements de la Rd65 et de la Rn67 au carrefour Rd65/Rn67 (3 000 m3),

— Bretelle de sortie Nord-Sud au carrefour Rd619/Rn67 (3 950 m3),

— La réalisation des réseaux d'assainissement superficiels (4 700 m de cunettes bétons, 2 900 m de caniveaux bétons, 550 m de canalisations béton, 1 850 m de cunettes enherbées, 3 000 m de fossés, 1 800 m de bordures béton),
— La construction de clôtures (1 000 m),
— Le revêtement de talus en terre végétale (19 000 mètres carrés),
— L'engazonnement de talus (19 000 mètres carrés),

— La construction de la chaussée de la section courante, du giratoire Rd65/Rn67, des rétablissements de la Rd65 et de la Rn67 et des bretelles du carrefour Rd619/Rn67 (2 800 T de BBSG, 13 900 T de BBM, 24 400 T de GB, 14 500 m3 de SLH, 9 000 m3 de GNT, 3 000 m3 de fraisage),

L'Opération est financée dans le cadre du contrat de plan état / région / département de la Haute-Marne complété par un fonds de concours du GIP Haute-Marne.
Une avance sera accordée au titulaire selon les conditions fixées dans le cahier des charges.
Les comptes seront réglés mensuellement sous la forme d'acomptes et d'un solde.
Les prix seront révisables.
Le délai global de paiement des avances, acomptes, solde et indemnités sera fixé au vu du délai réglementaire en vigueur soit à ce jour, 30 jours.

— Le candidat peut prouver sa capacité par tout autre document considéré comme équivalent par le pouvoir adjudicateur.

A - expérience:
La présentation d'une liste des travaux en cours d'exécution ou exécutés au cours des 5 dernières années.
B - capacités professionnelles:
— L'indication des titres d'études et professionnels de l'opérateur économique et/ou des cadres de l'entreprise, et notamment des responsables de conduite des travaux de même nature que celle du marché,
— La preuve de ces capacités peut être apportée par tout autre moyen notamment par des certificats d'identité professionnelle ou des références de travaux attestant de la compétence de l'opérateur économique à réaliser la prestation pour laquelle il se porte candidat.
C - capacités techniques:
—une déclaration indiquant les effectifs moyens annuels du candidat et l'importance du personnel d'encadrement, pour chacune des 3 années,
— une déclaration indiquant l'outillage, le matériel et l'équipement technique dont le candidat dispose pour la réalisation de marchés de même nature,
— une déclaration mentionnant les techniciens et/ou les organismes techniques dont le candidat disposera pour l'exécution des ouvrages.

La référence de base prise en compte est celle de la FNTP dans la "nomenclature des travaux publics de 2010, les entreprises pourront se référer au site Internet "www.fntp.fr" pour obtenir le détail des profils et spécialités:

Travaux à l'explosif: FNTP -2361 ou équivalent.
Travaux de voiries, routes: FNTP -321, FNTP -3331 ou équivalent.
Travaux de terrassement courants en milieu non urbain: Fntp-2322 ou équivalent.
Pour justifier de ses capacités professionnelles, techniques et financières, le candidat, même s'il s'agit d'un groupement, peut demander que soient également prises en compte les capacités professionnelles, techniques et financières d'autres opérateurs économiques quelle que soit la nature juridique des liens existant entre ces opérateurs et lui. En outre, pour justifier qu'il dispose des capacités des opérateurs économiques pour l'exécution du marché, le candidat produit un engagement écrit de ceux-ci.
