The Department of State, Bureau of Educational and Cultural Affairs (ECA), Office of Policy and Evaluation, seeks the services of a U.S. small business to conduct ONE (1) 24-month evaluation that will include a separate assessment of each of the following three, small English language programs managed by the Bureau of Educational and Cultural Affairs:

• The English Language Specialist Program,
• The E-Teacher Scholarship Program, and
• The Fulbright English Teaching Assistantship (ETA) Program.

This sources sought notice is issued for the purpose of determining the availability and technical capabilities of at least two qualified small businesses, woman-owned small businesses, veteran-owned small businesses, service disabled veteran owed small businesses, or HUBZone small businesses capable of performing. See attached Statements of Work (SOW).


Interested small businesses shall e-mail a capability statement signed by a corporate official who can officially bind the company and verify that the company meets the above requirements. The capabilities statement shall be in sufficient enough detail so the Government can determine the experience and capabilities of your firm to provide the requirements in the SOW, but not to exceed 5 single sided, single spaced pages of a font size no smaller than 12 point. The capability statement should have attached a minimum of three (3) business references (not included in page count) with current contact information relevant to the primary functions of this requirement as described in the attached SOW. Email capability statement to CorsonWJ@state.gov . Responses via hard copy or by fax will NOT be accepted. This sources sought notice is for information and planning purposes and is not to be construed as a commitment by the Government to issue a solicitation nor will the Government pay for the information requested.
