EG-Cairo: High voltage substations (EIB)

The Egyptian Electricity Transmission Company (EETC) has applied for a loan from the European Investment Bank (hereinafter referred to as the EIB) to finance Manshiat Nasser Substation Package A "220 kV GIS".

The Egyptian Electricity Transmission Company (EETC), a wholly owned subsidiary of the Egyptian Electricity Holding Company (EEHC) is inviting International Tenderers to submit Tenders for the construction and completion on full turnkey bases for Manshiat Nasser 220 kV GIS substation (the works).

The scope of works includes, but is not limited to engineering, design, fabrication, factory testing, site delivery, loading, unloading, civil works, erection, testing & commissioning, training, insurance till provisional acceptance & warranty of equipment including civil works & erection of 220/66/11kV, Manshiat Nasser GIS substation (including civil works and erection of 3x125MVA 220/66/11kV&3x40MVA; 66/11kV Transformers that are purchased separately in Package [B]).

Responsive Tenderers will be selected on the bases of compliance with the schedule, terms and conditions as well as the technical specifications, acceptable past experience including past experience of subcontractors and financial capability, adequacy of proposed manpower and construction equipment.

The Tenderer (including its subcontractor(s)) should have; a) experience on works of similar nature and complexity (i.e. 220 kV GIS substations) of same or higher ratings, which have been put into commercial operation successfully for at least three years in three projects at three different locations one of which is outside the manufacture country during the last ten years, b) Type test certificate for the equipment/components proposed.

The Tender Document for the above project will be available at EETC's offices. Tenderers may receive the Tender Document by submitting an application, in one original and two copies, accompanied by a payment receipt of US$ 2 000 (two thousands) from National Bank of Egypt –Nasr City Branch - Cairo, Egypt (Account No.11001007177) at address shown below:

The Tenders must be submitted on 22 of April 2012 in two envelopes. Envelope A must contain all required information, except the schedule of quantities & prices and must be accompanied by a Tender Security in an acceptable form equal to US$ 500 000 (Five hundred thousands), Envelope B must include the schedules of quantities & prices.

Only Envelope A of Tenders will be opened on the same day at 12:00 noon O'clock (Egyptian local time) in the presence of Tenderers' representatives who choose to attend, at the headquarters of EETC at the address shown above. Tenderers whose Tenders have been determined to be substantially responsive shall be informed of the opening date for Envelope B.
