Information and formalities necessary for evaluating if the requirements are met: Estan capacitados para contratar con este Ayuuntamiento las personas físicas o jurídicas, con condición de empresario, españolas o estranjeras, que tengan plena capacidad de obrar y que no estén incursas en ninguno de los supuestos de incapacidad o prohibiciones de contratar determinados en la legislación vigente. La actividad de las empresas ha de tener relación directa con el objeto del contrato, según resulte de sus respectivos estatutos o reglas fundacionales, y ha de disponer de una organización con elementos suficientes para la debida ejecución del contrato. Así mismo, los empresarios deberán contar con la habilitación empresarial o profesional que, en su caso, sea exigible para la realización de la actividad o la prestación que constituya el objeto del contrato.

Minimum level(s) of standards possibly required: Los empresarios no españoles de Estados miembros de la Unión Europea deberán acreditar la precisa solvencia económica, financiera y técnica, para lo cual se establecen les condiciones mínimas siguientes, que deberán acreditarse por los medios establecidos en la cláusula siguiente:
— Haber obtenido de media durante los 3 últimos años, una cifra de negocios igual al importe de una anualidad del presupuesto base de licitación,
— Haber realizado como mínimo un servicio similar al del presente contrato en cada uno de los últimos 5 años.

Con carácter general, además de la clasificación y requisitos indicados, todos los participantes deberán acreditar también:
— Disponer de un profesional director de arte gráfico como experto en el asesoramiento creativo y comunicación gráfica e interactiva, con acreditación de estudios (estudios en escuelas de diseño o bellas artes, semiótica, narración gráfica, fotográfica, forma o color, comunicación gráfica audiovisual e interactiva, identidad corporativa, etc) y que tenga experiencia demostrada en el sector, con un mínimo de 6 años,
— Acreditar ser conocedor de los gestores de contenidos, como Vignette, Drupal o Wordpress, y el diseño y maquetación de plantillas que requieran algunos de estos gestores. (presentación de un mínimo de dos trabajos realizados integrados en qualquiera de los gestores de contenidos que se detallan),
— Diseño y maquetación: multimedia, widgets, baners, modelaje y animación en 3D, creación de imágenes y tratamiento fotográfico, creación de audiovisuales o minipelículas y conocimiento de reproductores multimedia (presentar un mínimo de 3 trabajos realizados en tres de los diferentes formatos que se detallan),
— Conocimiento de la empresa de los lenguajes de programación (Flash, JavaScript, XHTMl, i HTML5) (presentar un mínimo de tres trabajos realizados en tres de los diferents lenguajes que se detallan).
