NOTICE: All Technical Questions concerning this requirement should be directed to Mr. Douglas Stull at 304-285-4767, email Douglas.Stull @netl.doe.gov.NOTICE: Vendors who are going to quote on the RFQ are strongly encouraged to submit their completed copies of the Request for Quotation (RFQ) (SF-18), proposal(s) and other documents via the FEDCONNECT portal at www.fedconnect.net. Request for Quotation (SF-18), proposal(s) and other documents shall also be accepted via email and fax. Vendors may email there Request for Quotation, Proposal(s) and other documents to the Purchasing Agent assigned to this requirement, Kathleen Nedzesky at kathleen.nedzesky@netl.doe.gov or fax to 412-386-6137.Kathleen Nedzesky can also be reached by telephone at 412-386-5536. EVALUATION: An award shall be made to the lowest priced, technically acceptable offer. An award shall be made to the responsible offeror submitting a technically acceptable quote and offering the lowest evaluated price. Offerors shall submit descriptive literature detailing features, technical capabilities and warranty data. Technical acceptability shall be determined solely on the content and merit of the information submitted in response to this solicitation as it compares to the minimum characteristics provided herein. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc, in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Compliance shall be determined by the offer's provision of literature showing performance capabilities or through written narrative discussing the points not covered by the published literature.
