Das Bundesministerium für Familie, Senioren, Frauen und Jugend beabsichtigt, innerhalb eines Rahmenvertrages eine Leadagentur zur strategischen Kommunikationsberatung, Entwicklung von Kommunikationskonzepten und Unterstützung in der Durchführung von Maßnahmen der Öffentlichkeitsarbeit zu beauftragen. Der Vertrag soll zunächst für 3 Jahre mit einem Sonderkündigungsrecht für die Auftraggeberin geschlossen werden. Die Auftraggeberin behält sich das Optionsrecht einer Vertragsverlängerung um ein weiteres Jahr vor. Gegenstand des Rahmenvertrages ist die Unterstützung des Bundesministeriums für Familie, Senioren, Frauen und Jugend bei der Umsetzung der Maßnahmen im Bereich der zielgruppen-adäquaten, politikbegleitenden Öffentlichkeitsarbeit in allen Politikfeldern des Ministeriums. Gesucht wird eine Full-Service-Agentur, die vor dem Hintergrund tagesaktueller politischer Diskussionen in der Lage ist, in erster Linie folgende Leistungen zu erbringen:
— Kontinuierliche strategische Kommunikationsberatung im Bereich der politischen Schwerpunktthemen des BMFSFJ im Sinne der integrierten Kommunikation (vor allem Weiterführung der Dachkommunikation, Profilbildung, Unterstützung der kommunikativen Planung),
— Konzeption und Betreuung sowohl themenübergreifender als auch themenspezifischer Informationsaktivitäten oder auch –kampagnen des Ministeriums,
— Unterstützung im Bereich Konzeption und Umsetzung von Veranstaltungen sowie Messeauftritten und Veranstaltungsmanagement,
— Bei Bedarf Betreuung von Kommunikationsmaßnahmen des Ministeriums die beispielsweise über Dritte (in der Regel fachliche Zuwendungsempfänger) realisiert werden,
— nach Bedarf Unterstützung in allen anderen Bereichen der Öffentlichkeitsarbeit, wie Erstellung und Produktion von Gestaltungselementen für die Öffentlichkeitsarbeit, Redaktion von Texten für Broschüren und Veröffentlichungen – Print und Online, bei der Beteiligung des BMFSFJ an öffentlichkeitswirksamen Aktionen der Bundesregierung (wie z.B. Tag der offenen Tür, Tag der Deutschen Einheit).
Eine Beauftragung der Einzelaufträge erfolgt nur bei Bedarf der Auftraggeberin. Es wird explizit darauf hingewiesen, dass die Aufgabenbereiche "Internet" und "Layout und Druck von Publikationen" nicht Gegenstand des Rahmenvertrags sein werden!
