Description of particular conditions: Der Bau- und Liegenschaftsbetrieb NRW eröffnet seinen Bietern die Möglichkeit, Angebote auf elektronischem Wege zu bearbeiten und zu versenden. Dafür wurde vom BLB NRW eine sog. Auftraggeberlizenz des Softwareprogramms WinGAEB® erworben, die den Bietern kostenlos zur Verfügung gestellt wird. Die Installation erfolgt einmalig und kann dann für alle Angebote für den BLB NRW genutzt werden. Die Software stellt die Angebotsdaten am PC in Form von Datenaustauschdateien nach dem GAEB Standard 90 (d83/d84 Dateien) zur Bearbeitung zur Verfügung.

Precise information on deadline(s) for lodging appeals: Der Antrag auf Einleitung eines Nachprüfungsverfahrens vor der Vergabekammer ist unzulässig, soweit.
1. der Antragsteller den gerügten Verstoß gegen Vergabevorschriften im Vergabeverfahren erkannt und gegenüber dem Auftraggeber nicht innerhalb von 8 Kalendertagen gerügt hat,
2. Verstöße gegen Vergabevorschriften, die aufgrund der Bekanntmachung erkennbar sind, nicht spätestens bis Ablauf der in der Bekanntmachung benannten Frist zur Angebotsabgabe oder zur Bewerbung gegenüber dem Auftraggeber gerügt werden,
