SYNOPSISThe US Forest Service has a requirement for the reconstruction of Cathedral Rock Picnic Area and Trailhead. The project is located in the Spring Mountains National Recreation Area of the Humboldt-Toiyabe National Forest, Clark County, Nevada near Mount Charleston, NV. Principle features of the work may include construction of roads, parking areas, picnic sites, trails, drainage structures, water system, sewer system, electrical system, 13 restroom building installations, fee station building installation, and signs. Work includes but is not limited to clearing and grubbing; excavation and embankment; construction of asphalt roads and parking areas; striping; concrete pads with picnic and utility tables; concrete walking paths; restroom buildings; entrance station building; signs; road closure gates; water, sewer, and electric lines; leach fields; traffic control barricades; and vehicle accounting system. The solicitation will be advertised as full and open using best value source selection procedures. It is anticipated that a firm fixed price construction contract will be awarded to a single contractor. The estimated contract period of performance will not exceed 240 calendar days but could be 125 calendar days, depending on results of the competition with work starting in the summer of 2012. A site visit was held on November 15, 2011 and no future site visit is scheduled. In accordance with FAR Part 36.204, the estimated magnitude of construction is between $5,000,000 and $10,000,000. The North American Industry Classification System (NAICS) is 237990. Contractors are required to be actively registered with the Central Contractor Registration (CCR) system and the Online Representations and Certifications Application (ORCA) prior to award. A bid guarantee of 20% of the bid price shall be required and the successful offeror shall be required to submit Performance and Payment Bonds (100% each) of the construction cost prior to start work. The solicitation will be posted on the FBO website on or about January 23, 2012. No hard copies of the solicitation, supporting document, or applicable amendments will be provided. To receive the entire solicitation package and any applicable amendments, prospective offerors must download them from the FBO website.
