11. Eligibility:

Participation is open to all legal entities (whether they participate individually or in a grouping (consortium) of candidates) from an EU Member State or from countries or territories of the regions covered and/or authorised by specific instruments applicable to the programme under which the contract is financed (see also point 29 below). Participation is also open to international organisations. Participation of natural persons is directly governed by the specific instruments applicable to the programme by virtue of which the contract is being financed.

Is this project financed by the geographic programmes of the DCI instrument, before 25.3.2012, for 1 or more of the following countries: Afghanistan, Bangladesh, Bhutan, Cambodia, China, India, Democratic People's Republic of Korea, Laos, Malaysia, Maldives, Mongolia, Myanmar, Nepal, Pakistan, the Philippines, Sri Lanka, Thailand and Vietnam?

If yes, in addition, Australia is granted reciprocal access to this project.

Participation is open on equal terms to all natural persons or legal entities (taking part either as individuals or as part of a grouping (consortium) of tenderers) established in an ACP country or EU Member State, and to international organisations authorised by the instrument applicable to the programme under which the contract is financed (see also point 29 below). Participation is also open to international organisations. Participation of natural persons is directly governed by the specific instruments applicable to the programme by virtue of which the contract is being financed.
