11. Eligibility:

Participation is open to all legal entities (whether they participate individually or in a grouping (consortium) of candidates) from an EU Member State or from countries or territories of the regions covered and/or authorised by specific instruments applicable to the programme under which the contract is financed (see also point 29 below). Participation is also open to international organisations. Participation of natural persons is directly governed by the specific instruments applicable to the programme by virtue of which the contract is being financed.

Participation of natural persons is directly governed by the specific instruments applicable to the programme by virtue of which the contract is being financed.
