BR-Bahia: Bahia power distribution (EIB)

The Companhia de Eletricidade do Estado da Bahia - COELBA (hereinafter referred to as "the Borrower") has applied for a loan from the European Investment Bank - EIB (hereinafter referred to as "the Bank") - towards financing part of the costs for the implementation of the COELBA's 2011 investment programme for connecting new customers and reducing losses hereafter "the Project". This International General Procurement Notice relates to suppliers, installators, civil work providers and consultants to carry out the Project's schemes.

The Project will include: Provision of service connection to new clients resulting from the normal market expansion and new connections resulting from the regularization of clandestine links to the network.

The main works, services and supplies requested for the Project's schemes for which a pre-qualification is requested are:

Works and Services: Civil works for Installations, Power Systems construction and Preventive maintenance, construction of power Networks, Construction and Expansion of Transformer Systems, Substations maintenance, Trimming of trees in lines, Studies and Power Projects, etc.

Equipment Supplies: Connection Boxes, Measurement and Derivations, Measurement, and Derivations, Fuses, Switches, Electrical Conductors, Electrical Connectors, Fences, Steel Cables, Strings, Cubicles, Air breaker of High and Low Tension, Fuse Connections, Anchoring and Suspension Clips, Insulators, Towers, Fittings, Public Lighting equipment, Power Meters, Power Tension Regulators, Measurement and Protection Systems, Transformers for Distribution, etc.

The Project is expected to be implemented during January to December 2011.

The procurement of each scheme will follow COELBA's procurement policies and procedures. The criteria to be used in the each type of tender evaluation are defined in Pre-qualification process which has two phases: a) Analysis of legal, fiscal, and technical documents, test and prototype tests, third party verifications, analysis of product development and maintenance, quality manuals, ISSO certifications, as well as of the financial health of the company through audited statements and other indicators.

b) Identification of technical capabilities for the product lines offered through the verification of the processes adopted in production, materials employed in the goods and review of the quality system of the supplier.

For tecnhical services and supplies, in addition to the required documentation and the verification of the technical capacity, the supplier will have to comply with Brazilian fiscal and labor law for the offering of its goods and services.

After a process of pre-qualification and registry, suppliers will be apt to participate in Requests for Goods and Services when organized by COELBA in line with the company's contracting procedures in force at the time.

All firms are invited to .participate in the pre-qualification process. Interested firms should apply providing the information requested by COELBA at any time after the publication of this notice.
