6. Nature of the contract:
Fee-based service contract.
7. Contract description:
1 category-1 expert, main consultant for the programme and in charge of coordinating the short-term international technical assistants, for a total of 36 man-months.
The main task of the international technical assistants will be to provide technical support for planning, implementation and monitoring of programme activities, giving advice to the institutions on technical, methodological and operational aspects in order to achieve the expected programme aims and results. In this regard, the experts will be responsible for giving advice on all aspects of programme implementation: operational planning, implementation, monitoring and smooth closure, technical and methodological aspects, and aspects of administrative and financial procedures.
As a contractor of the European Commission, the international technical assistance team will be at the disposal of the beneficiary, will not take on programme management or leadership tasks or responsibilities, these being the obligations of the beneficiary exclusively, and will be accountable for its activities to the Delegation of the European Commission in Bolivia. These professionals will work in coordination with the management body, the programme's technical staff and its administrative staff, to whom they will provide all the support and recommendations necessary to ensure correct performance of the administrative procedures required.
The expert shall carry out his role as consultant in a professional manner and shall collaborate harmoniously with the institutions responsible for the programme, so that they may benefit from his knowledge and experience in order to optimise programme management and implementation.
In order to achieve the expected aims and results, the consultant must carry out the following activities in particular:
— give advice to the PRO Bolivia management body, enabling it to draw up strategies for the implementation of the sector-based plan for productive development with decent employment and the decentralisation to sub-national levels (prefectures and municipalities) of actions planned for the future, in order to avoid dispersal of efforts,
— give advice to the PRO Bolivia management body on technical aspects of institution building for the Development Agencies, provision of business development services and consolidation of production chains, development of studies and technical assistance in the fields of employment, productive development and strengthening of MSEs, amongst other things, within the limits of his specific technical competence,
— support the creation and institutionalisation of the Sectoral Working Group, drawing up its Operating Regulations and Code of Conduct. The Sectoral Working Group is a mechanism for coordination and a high-level technical/political dialogue between the government and development assistants, which aim to facilitate the cooperation alignment process.

9. Maximum budget:
291 000 EUR for 36 months.
10. Any additional services:
The contracting authority may, at its own discretion, extend the duration or scope of the project, subject to the availability of funds. Under no circumstances may this exceed the duration and value of the initial contract. Any contract extension will be subject to satisfactory performance by the contractor.

Conditions for participation

11. Eligibility criteria:
Participation is open to all natural persons established in the EU Member States or the countries and territories of the regions which fall within the scope of application of the specific instruments applicable to the programme under which the contract is financed, or which are authorised by said legal instruments (see point 30 below). Participation of natural persons is governed by the specific programme funding the contract.
12. Application:
Natural persons who are eligible (see point 11) may take part in the invitation to tender.
Should a natural person not meeting the eligibility criteria take part (see point 11), said party will be automatically disqualified. Furthermore, should said party belong to a consortium then the whole consortium will be disqualified.
13. Number of applications:
Each natural person may submit 1 application only. Should a natural person submit more than 1 application, all the applications involving said party will be rejected.
14. Prohibition on alliances between shortlisted candidates:
Shortlisted candidates may not form alliances or subcontract to each other for the contract.
15. Grounds for exclusion:
Candidates must enclose with their application form a signed statement confirming that they are not in any of the situations listed in section 2.3.3 of the 'Practical Guide to contract procedures for European Union external actions'. This statement forms part of the application form.
16. Subcontracting:
Subcontracting is not permitted.
17. Number of shortlisted candidates:
Between 4 and 8 candidates will be invited to submit detailed tenders for this contract, depending on the applications received. If the number of eligible candidates meeting the selection criteria is less than the minimum of 4, the contracting authority may invite these candidates to submit a tender.

20. Initial duration of the operational implementation of services and possible contract extension:
The contract implementation period will be 45 calendar months in all, the final deadline for implementation being 31.12.2014.
The assignment will comprise 36 months of work as from its commencement, including the outgoing and return trips to Bolivia. In this regard, only working days will be taken into account, and Saturdays, Sundays and public holidays will be excluded.
For each calendar year, the long-term expert will have a maximum of 60 calendar days (2 months) of holiday.

Selection and award criteria

21. Selection criteria:
The following selection criteria will be applied to candidates:
— the expert should preferably be a university graduate in economics, business finance or administration, engineering, public management or any other related field.
Experience required:
— the expert must have at least 15 years of proven work experience in development projects; experience in local development programmes or in the promotion and strengthening of micro and small enterprises, or in the fields of innovation, technology transfer, productivity, quality and competitiveness, will be considered an advantage,
— specific professional experience, at least 10 years of which should have been in developing countries, preferably in Latin America, in fields related to local economic development, SMEs, entrepreneurship and improving the business capacities of productive units both at individual and collective level. Direct experience in working with social community organisations for vulnerable populations in the fields of organisational development, associative working models and participative planning will be considered an advantage.
Essential:
— expert in implementation of decentralised programmes under government departments and European Commission programme estimates,
— experience with European Commission procedures and formats (logical framework, project cycle management, financing proposals, financing agreement with technical and administrative provisions, etc.),
— experience in training and knowledge transfer, good communicator,
— excellent knowledge of Spanish (spoken and written).
3) Candidate's technical capability:
— specific professional experience, at least 10 years of which should have been in developing countries, preferably in Latin America, in fields related to local economic development, SMEs, entrepreneurship and improving the business capacities of productive units both at individual and collective level. Direct experience in working with social community organisations for vulnerable populations in the fields of organisational development, associative working models and participative planning will be considered an advantage.
If more than 8 applications prove to be eligible, i.e. meet all the selection criteria, then the merits of the applications from these candidates will need to be re-examined so as to determine which 8 applications for the invitation to tender are the most suitable. Only criterion 3 will be considered in the re-examination.

Economically most advantageous tender.

26. Amendments to, or withdrawal of, applications:
Candidates may give notice in writing before the deadline for submission of applications that they intend amending or withdrawing their application. Applications may not be amended after this deadline.
Notice of amendments to, or withdrawal of, applications must be sent as per the instructions given in point 25 of this notice. The word 'Modificación' (amendment) or 'Retirada' (withdrawal), as applicable, must be written clearly on the outside envelope (and where an amendment is involved, on the inside envelope too).
27. Working language:
All correspondence regarding this invitation to tender procedure must be in Spanish.
28. Additional information:
The service contract to be signed will include a suspension clause related to financing agreement No DCI-ALA/2009/019-774 being signed by the Plurinational State of Bolivia by 31.12.2010 at the latest.
This invitation to tender is intended for natural persons. Companies should refrain from participating, as the service contract will be signed with the selected consultant.
