Beheer, onderhoud en verlenen van diensten in de nieuwe fietsenparking fochplein te Leuven:
De stad Leuven zoekt voor het beheer, het onderhoud en het verlenen van diensten in de nieuwe fietsenparking Fochplein te Leuven een dienstenverlener.
In deze opdracht zijn de volgende onderdelen te onderscheiden:
— Fietsenstalling en fietsensteunpunt met minimale openingsuren fietsenstalling: zondag tot woensdag: 8u tot 24u donderdag tot zaterdag: 8u tot 3u,
— Lockers,
— Openbaar toilet en publieke zone.
Looptijd contract: 6 jaar en vier maal voor telkens 1 jaar verlengsbaar.
De aanbestedende overheid wil met deze procedure eveneens de mogelijkheid scheppen om organisaties binnen de sociale economie een kans te bieden om op een niet discriminerende wijze een aanbod te doen.
Onder 'kansengroepen' verstaat men categorieën van personen waarvan de werkzaamheidgraad -het procentueel aandeel van de personen uit de betrokken categorie op beroeps actieve leeftijd (15-64 jaar) die effectief werken- lager ligt dan het gemiddelde bij de totale Vlaamse beroepsbevolking.

Informatievergadering.
De informatievergadering zal plaats hebben op 28.2.2012 - om 14:00 uur in het stadskantoor, Professor Van Overstraetenplein 1, 3000 Leuven (gelegen naast station Leuven - samenkomst aan de balie in de inkomhal).
Procedureverloop (zie ook bestek).
De gunningprocedure bestaat uit 2 fasen.
De eerste fase omvat de selectie van kandidaten. De betrouwbaarheid en geschiktheid van de kandidaten worden onderzocht op basis van de uitsluiting gronden en de toepasselijke selectiecriteria.
De tweede fase omvat de beoordeling van de offertes. De offertes worden onderzocht op regelmatigheid en op grond van de toepasselijke gunningcriteria.
Na de eerste beoordeling zullen de onderhandelingen gestart worden met één, meerdere of alle inschrijvers. Er zullen één of meerdere onderhandelingsrondes gehouden worden. Dit is afhankelijk van de inhoud van de voorstellen van de inschrijvers.
De aanbestedende overheid behoudt zich het recht voor om bijkomende inlichtingen en verduidelijkingen te vragen en om tijdens de onderhandelingen voorgestelde zaken te weigeren, een aanpassing ervan te vragen of bepaalde voorwaarden op te leggen, evenals de mogelijkheid van een eigen inbreng in de onderhandelingen. Voormelde handelingen gebeuren steeds rekening houdend met hetgeen het bestek oplegt en met in acht name van de beginselen van behoorlijk bestuur.
De aanbestedende overheid behoudt zich het recht voor om de opdracht niet toe te wijzen en een nieuwe procedure te lanceren.
Deze procedure werd voorafgegaan met een enuntiatieve aankondiging.
De kandidaturen en offertes zullen op eenzelfde tijdstip opgevraagd worden. Dit betekent dat de kandidaat-inschrijvers in totaal 58 kalenderdagen krijgen voor de indiening van hun kandidatuur en offerte.
De indieningtermijn van de kandidaturen is behouden op 21 kalenderdagen, omdat deze kandidatuur beperkt wordt tot het oplijsten van gekende gegevens bij de kandidaat-inschrijvers en het vormen van eventuele samenwerkingsverbanden. De termijn voor de offertes is 36 kalenderdagen.
Door de indiening op hetzelfde moment te laten gebeuren kan de procedure iets vlugger verlopen en toch de nodige tijd gegeven worden aan de kandidaat inschrijvers om een degelijke offerte in te dienen. Het tijdsvoordeel wenst de overheid eveneens te gebruiken om de opdracht zo snel mogelijk te laten aanvangen, teneinde klaar te bij de opening van de fietsenstalling welke voorzien is in mei 2012.
Ondanks hetzelfde tijdstip van indiening voor zowel kandidaturen als offertes, blijft de procedure in 2 fasen gerespecteerd:
De kandidaat-inschrijvers moeten 2 afzonderlijke dossiers indienen: een kandidatuurstelling en een offerte.
Enkel de kandidaturen worden geopend.
Enkel de offertes van de kandidaat-inschrijvers die geselecteerd zullen worden op basis van hun kandidatuurstelling, zullen geopend, bekeken en beoordeeld worden. De offertes van de niet-geselecteerde kandidaten worden ongeopend bewaard.
