ICT Applications scripting & computer preparation, configuration and delivery.
1). ICT applications scripting:
— Objective:
To create installation packages to enable the automated installation of applications.
— Service description:
Various tasks or activities making part of this service:
—— Automate application installation:
——— Develop scripts to automate the installation of applications,
——— Test the automated installation on the standard platforms o Initiate and follow up the installation of applications.
—— Develop special purpose scripts to automate the modification of certain windows OS settings.
— Support level.
—— Requested applications are installed within 6 business days.
—— Scripting the automated installation of applications will be performed within:
——— Recurrent tasks: 5 business days,
——— New applications: 10 business days.
—— Special purpose scripts will be implemented within a with the involved client agreed deadline.
2). ICT staging, delivery workplace and add-ons hardware
— Objective:
To provide end users with properly configured workstations (PC / laptop / tablet PC).
— Service description.
Various tasks or activities making part of this service:
—— Prepare the workstation (PC / laptop / tablet PC):
——— Installing a standard image,
——— Adding required SW /HW,
——— Validation of correct functioning.
—— Contact end user to arrange delivery: when, where, data to copy etc,
—— Provide structured feedback for an appropriate inventory update,
—— Organize a three yearly replacement of every PC:
——— Launch changes,
——— Report on progress,
—— Manage a limited stock or rapid delivery contracts to guarantee the support level.
—— Follow up on technology and price evolution in order to propose adaptations to standards when necessary,
—— Maintain a standard image for each standard end user device.

—— The delivery of a workstation is performed within a delay of 6 business days,

III.1)CONDITIONS RELATING TO THE CONTRACT

In case of grouping (only with designation of a "leader"), the different members of this grouping will be held jointly and severally liable towards S.A.Fluxys N.V.
P.S.: It is preferred that the award be made to a single company. Though it shall be possible to accept a temporary consortium grouping of economic interest or European grouping of economic interest, in accordance with Belgian legislation, or another form of consortium but only providing undivided and complete liability of the participating companies can be guaranteed. In case of a temporary consortium or a joint venture, supplementary information about the organisation including roles and responsibilities, address, penholder... has to be given.
III.1.3)Other particular conditions to which the performance of the contract is subject

Applicants have to send one paper printed and one CD-rom version of their qualification file by 12:00h of the date as specified in "Time-limit for receipt of expressions of interest".
The qualification files will only be accepted if all requested information of section III Legal, economic, financial and technical information, point III.2) Conditions for participation are listed in exactly the same order as listed in this point III.2). A clear and univocal "cross reference table" linking applicants standard information with the listing in point III.2) would be the only acceptable alternative.
Applicant may refer to a previous qualification sent in 2010 if letter is accompagnied by additionally requested information or renewed documents or company information.
III.2)CONDITIONS FOR PARTICIPATION
III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers
Information and formalities necessary for evaluating if requirements are met: In case of a consortium at least a “letter of consent” between consortium members shall be presented and all members of the consortium have to provide the required information.
2.1.1) When applying, the applicants will expressly declare in one letter. This letter and all provided documents must be signed for acceptance.
— their readiness to execute the project following the provisional planning as mentioned in point II.5),
— their acceptance without any reserves, of Belgian laws, regulations and standards apllicable for this project,
— their commitment to comply with Fluxys specifications,
— they are not in any conflict with Fluxys,
— that they are established in a E.U. member state or in an E.F.T.A. country,
— that for the concerned project.
a) any information given shall be substantiated within due time when specifically requested by S.A. Fluxys N.V.,
b) it is noted that any information given constitutes a selection criterion and that any inaccuracy in the information supplied may subsequently be treated by S.A. Fluxys N.V. as grounds to refuse the applicant or to put an end to the call for competition,
c) it is noted that following introduction of the candidature, S.A. Fluxys N.V. (for the attention of the person mentioned in this call for competition - see point I.1), must be notified immediately of any subsequent changes which might affect the given information.
— having similar projects as their main activity (or at least a major part of it),
— that they have staff who can speak sufficiently well Dutch, French or English to understand commercial enquiries,
— that they are prepared to sign a confidentiality agreement should they be awarded a contract or an order by S.A. Fluxys N.V. at a later time,
— that they are prepared to provide a parent company guarantee (if applicable),
— that they are prepared to provide necessary bank guarantees at first request (minimal 15 % of the total contract amount) if cantract is awarded.
2.1.2) When applying, official and/or authentified documents justifying each of these situations have to be enclosed declaring they:
a) are not in a situation of bankruptcy, liquidation, ceasing business, composition or preventive composition or a similar situation which exists in their national laws and rules;
b) have not been convicted through a res judicata sentence for an offence liable to affect their professional morality;
c) have not committed a serious offence whatsoever, on a professional level, and which the S.A. Fluxys N.V. can establish by any means;
d) have met their obligations as to the payment of social security contributions and taxes according to legal provisions applicable in the country where they are settled or in Belgium.
Belgian companies have to add certified declaration if they have social/fiscale debts in Belgium and if so, how much.
2.1.3) When applying, following information is to be enclosed:
— the list of main partners/subcontractors, as well as the parts that would be subcontracted out,
— a copy of their company organisation structure (organisation chart) indicating the names of responsible staff where relevant,
— the total number of staff of their company during the last 3 years,
— the total number of staff who will work on this project,
— the number of working days lost, over the last 3 years, due to strikes or other similar stoppages,
— a list of their membership to any national and/or international professional and employers' organisations and/or associations,
— the composition of the Board of Directors of their company (indicating all shareholders holding at least 25 % of the capital and those holding more than 50 % of the capital, if any),
— a list of their customers representing more than 20 % of their turnover, indicating the percentages for the last three (3) years, if any (S.A. Fluxys N.V. reserves the right to seek references).
III.2.2)Economic and financial capacity
Information and formalities necessary for evaluating if requirements are met When applying, the applicants shall provide:
Balanced financial accounts for the last three years, clearly indicating or mentioning:
a) cash flow;
b) the rate of depreciation of tangible fixed assets;
c) financial independence and overall debts;
Their most recent "Dun & Bradstreet" (or equivalent) rating and analysis, joining a copy of it;
The proof of a sufficient insurance coverage (each insurance should be taken with a well-established European Insurance company) for:
a) third-party liability:
— regarding bodily injury: at least 1 250 000 EUR,
— professional laibility: at least 1 250 000 EUR.
b) the contractor's staff which must be covered for working accidents and accidents on the way to work.
III.2.3)Technical capacity
Information and formalities necessary for evaluating if requirements are met: 2.3.1) When applying, the applicants will expressly:
— present, as main contractor, details of prior experience of similar types of contracts in Europe and indication of performance within budget and performance for the scope of work within the past five (5) years, including respective client references (at least 3, max. 5); In these references, special attention must be paid to projects related to natural gas,
— Provide evidence of their experience with a quality and security plan for similar works and in existing facilities. Companies with a ISO 9000 certificate shall be given preference to (scope must include sites). In this respect, the certificate, the delivery date and the institution granting the certificate shall be indicated. Companies without ISO 9000 certificate have to prove that the follow-up and the conducting of subcontractors and suppliers are determined in a quality system compliant with applicable conditions 4.6, 4.8 and 4.10 of ISO 9001. For joint ventures, the certificate holder must master the project quality system. The quality system must be applicable on site also,
— declare to respect the local legal frames (ARAB/CODEX - General rules on safety at work, AREI - General rules on electric facilities, VLAREM, ATEX ...); Companies with VCA certificate or equivalent shall be given preference to (scope must include sites). In this respect, the certificate, the delivery date and the institution granting the certificate shall be indicated,
— accident statistics for the past 3 years (frequency and grade of seriousness),
— prove of experience or knowledge of the of enviromental criteria applicable in Belgium and more specific in the concerned region.
Companies with a ISO 14001:2004 certificate shall be given preference to.
— prove that all the higher project functions are issued from their own ranks (from the applicant or from a member of the Joint Venture). Higher project functions include a.o. project manager, responsible for quality, for security, environment, European welding engineer, head of project, conductors (CV's to be joined).
2.3.2) One signed declaration stipulating
— the staff in charge of the project will be fluent in Dutch, French or English,
— works will be performed in compliance with S.A. FLUXYS N.V. specifications,
— agree to be submitted to a competence audit at own costs,
— confirm to be prepared to provide a technical consultancy service to advise on all aspects of the present projects within 24 hours of a request,
— accept the qualitative and quantitative control, the site progress and the acceptances of the construction works by an independent third party indicated by the principal and without this reducing the contractor's responsibilities.
