III.1.1)Deposits and guarantees required:
Un cautionnement de 5 % du montant des honoraires de la mission principale d'auteur de projet, arrondi à la dizaine supérieure, hors TVA et calculé sur base du budget des travaux, est exigé. La pièce justificative constatant son dépôt est transmise au maître de l'ouvrage dans les 30 jours calendrier suivant la date d'envoi de la lettre de commande.

Les honoraires constituent une somme forfaitaire réputée couvrir tous les frais nécessaires à la bonne exécution des missions et prestations. Ils sont calculés selon les barèmes repris sous le point 11/ de la partie 3 du cahier spécial des charges et payés par la SLRB pour le compte du maître de l'ouvrage.
Pour les études de techniques spéciales, les honoraires sont calculés en pourcentage du montant des travaux se rapportant aux éléments de ces études. La base de calcul correspond au montant final de ces travaux, révision des prix et rabais éventuel accordé par l'entrepreneur inclus, hors TVA.

Information and formalities necessary for evaluating if the requirements are met: Pour les études de techniques spéciales:
A. Titre d'études; référence requise: copie du titre d'études de la personne physique en charge de la mission attestant de sa qualité d'ingénieur civil en électromécanique ou en électricité ou d'ingénieur civil des constructions ou d'ingénieur industriel et/ou possession du grade de master en sciences de l'ingénieur industriel avec pour option construction, électromécanique ou électricité. La personne physique en charge de la mission devra posséder un titre lors de l'exercice de celle-ci pouvant engager l'ingénieur conseil ou le bureau d'ingénieurs conseil soumissionnaire.
B. Respect de l'art. 69 de l'arrêté royal du 8.1.1996; référence requise: attestation sur l'honneur de ne pas se trouver dans l'une des causes d'exclusion prévue à l'art. 69 de l'AR du 8.1.1996.
C. Sécurité sociale; référence requise: si le soumissionnaire emploie du personnel salarié, une attestation de l'ONSS (original revêtu du sceau sec de l'institution) signifiant qu'il est en règle en matière de cotisation de sécurité sociale et de sécurité d'existence, conformément à l'Art. 69bis §1er de l'AR du 8.1.1996. Pour le soumissionnaire étranger, attestation conforme aux prescriptions de l'Art. 69bis §2 de l'AR du 8.1.1996. Si le soumissionnaire n'emploie pas de personnel salarié, il doit fournir une déclaration sur l'honneur de ce fait.

Une visite préalable des lieux en compagnie du maître de l'ouvrage est obligatoire et sera organisée en date du 12.3.2012 (10:00). Le rendez-vous est fixé devant le n°171 avenue Nouvelle à 1040 Etterbeek. Au cours de la visite, le maître de l'ouvrage signe l'attestation de visite à joindre au dossier d'adjudication, sous peine de nullité.
