2.Type of notice:

Call for expressions of interest.
Candidates are invited to submit an application in accordance with the rules set out in this notice for the purpose specified.
The contracting authority will draw up a list of candidates who meet the criteria set out at point 8 below. This list comprises sub-lists, corresponding to each of the fields described in point 4.
Each time a specific contract is to be concluded relating to the field described at point 4, the contracting authority will invite all the candidates on the list (on the relevant sub-list(s)) or some of them, selected on the basis of objective and non-discriminatory criteria, to submit a tender.
Should the contracting authority have to set a maximum number of candidates who will be invited to submit a tender for a given contract, the number of candidates invited may not be fewer than 5, provided a sufficient number of candidates satisfy the selection criteria, and may be restricted to a maximum of 20 candidates. The contracting authority will send the candidates invited to submit a tender for the call for tenders relating to the contract in question.
Inclusion on the list entails no obligation on the part of the Commission concerning the award neither of the contract nor, in view of the preceding paragraph, concerning an invitation to tender.

Your personal data (name, given name if natural person, address, legal form, registration number and name and given name of the persons with powers of representation, decision-making or control, if legal person) may be registered in the early warning system (EWS) only or both in the EWS and the central exclusion database (CED) by the Accounting Officer of the Commission, should you be in one of the situations mentioned in:
— the Commission Decision 2008/969 of 16.12.2008 on the early warning system (for more information see the privacy statement on http://ec.europa.eu/budget/info_contract/legal_entities_en.htm), or

3.The list resulting from this notice will be used exclusively for public contracts of the following types of procurement contract:

Service contracts under Annex IIA to Directive 2004/18/EC, except for research and development contracts in category 8 in that Annex, worth less than an estimated 130 000 EUR.
4.Full description of the fields of expertise covered by the call for expressions of interest:

1. Cohesion policy & environmental impact assessments:
1.1. evaluation of environmental performance of programmes and projects co-financed through the cohesion policy (Structural Funds and Cohesion Fund) and the trans-European networks (including 'ex ante', midterm, 'ex post' evaluations, expenditure);
1.2. environmental assessments of plans, programmes and projects pursuant to Directives 2001/42/EC and 85/337/EEC, as amended.
2. Nature & biodiversity:
2.1. biodiversity policy development and implementation;
2.2. biodiversity and climate change;
2.3. biodiversity monitoring, indicators and reporting;
2.4. biodiversity and economics, finance and business;
2.5. implementation of the EU Birds and Habitats Directive, habitats and species conservation, and restoration within and beyond the Natura 2000 network, including green infrastructure.
3. Sustainable production and consumption:
3.1. sustainable products policy;
3.2. green public procurement;
3.3. sustainable use of resources;
3.4. small and medium-sized enterprises, SMEs;
3.5. environmental management system;
3.6. life cycle assessment of products and organisations;
3.7. environmental benchmarking for products and organisations;

4. Sustainable waste management:
4.1. waste policy — quantified environmental, economic and social impacts;
4.2. waste prevention including elimination of dangerous substances;
4.3. waste recycling and other waste management operations;

5. Industrial emissions, air quality and noise:
5.1. industrial emissions (integrated pollution prevention and control);
5.2. emission inventories, monitoring and reporting of industrial emissions;
5.3. solvent emission activities;
5.4. waste incineration;
5.5. large combustion plants.
6. Climate change and water:
6.1. climate change, water resources, including marine.
7. Protection of water & the marine environment:
7.1. water policy and implementation of legislation in Europe;
7.2. flood risk management;
7.3. protection of the marine environment.
8. Biocides, PIC regulations:
8.1. biocides: effects on the environment and human health;
8.2. biocides: compliance and enforcement;
8.3. biocides: socio-economic impacts of the EU legislation;

11. Environmental agreements and trade:
11.1. CITES (Convention on International Trade in Endangered Species) — trade in endangered species;
11.2. trade and environment (legal and policy issues of multilateral as well as regional/bilateral free trade and related agreements);
11.3. legal and policy issues related to access to genetic resources and the fair and equitable sharing of benefits arising from their utilisation (ABS);
11.4. EU environment, agriculture and forest legislation;
11.5. EU FLEGT action plan ('Forest law enforcement, governance and trade').
12. Research, science & innovation:
12.1. eco-innovation: identification of new or emerging eco-innovation, market potential and market penetration, systemic approach and impact;
12.2. eco-innovation: indicators, investments in eco-innovation and related financial instruments;
12.3. science and policy interface for environment: dissemination and use of scientific evidence for environmental policy development and implementation, environment policy research needs;
12.4. shared environmental information system: development of the shared environmental information system, environmental monitoring and reporting.
13. Communication:
13.1. Internet actions (editing, graphics, development);
13.2. press and media relations;
13.3. organisation of conferences, events and exhibitions;
13.4. public relations, promotion and campaigning (including communication plans and strategies);
13.5. promotional and conference materials.
14. Economic analysis:
14.1. socio-economic analysis including cost-benefit analysis and modelling;
14.2. market-based instruments;
14.3. economic and statistical indicators;
14.4. evaluations ('ex post', 'ex ante', midterm, etc);
15. Information technology:
15.1. studies and consultancy;
15.2. development, maintenance and support of information systems.
16. Strategy & economic analysis:
16.1. Economic analysis & modelling — climate change in relation to (one or more): energy, atmospheric pollution, mitigation, impacts & adaptation, resource economics, land use, buildings, transport, green growth.
17. Climate strategy, international regulation and monitoring of EU action:
17.1. support the EU in the international negotiations under the UNFCCC on measurement, reporting and verification (IAR and ICA) and ensure the fulfilment of the related monitoring and reporting requirements and obligations including the preparation of GHG inventories at EU/national level, national communications, biennial reports and progress reports;
17.2. climate mitigation and adaptation in Russia, Ukraine and eastern Europe.
18. Market-based instruments including greenhouse gas emissions trading:
18.1. emissions trading & monitoring, reporting, verification, compliance and enforcement (installation-level monitoring and reporting of greenhouse gases, verification of installation-level monitoring and reporting of greenhouse gases, compliance and enforcement);
18.2. emissions trading & registries and security issues;
18.3. carbon market & financial markets (analysis, functioning, auctioning, oversight, post-trade infrastructure);
18.4. emissions trading in international and national legal, accounting and tax issues;
18.5. greenhouse gas emissions and abatement potentials in the industrial and energy sector;
18.6. competitiveness and carbon leakage impacts on industry in relation to climate policies;
18.7. flexible mechanisms (clean development mechanisms, joint implementation).
19. Low carbon technologies:
19.1. technical, economic and environmental assessment of low carbon technologies (energy efficiency technologies, renewables, carbon capture and storage, nuclear);
19.2. capacity-building and awareness raising to promote mitigation of GHG emissions in sectors outside the ETS (transport, agriculture, waste, buildings, etc.).
20. Ozone layer protection and fluorinated greenhouse gases:
20.1. ozone layer protection;
20.2. fluorinated greenhouse gases.
21. Transport & environment:
21.1. transport data (collection, synthesis, reconciliation);
21.2. transport modelling (scenario building, forecasting, backcasting).
22. Climate, energy & environment:

22.2. assessment, reduction and control of greenhouse gas emissions from vehicles (including cost and reduction potentials of vehicle technologies, GHG monitoring and reporting).

23.1. mainstreaming adaptation into the EU, national, regional, local policies;
23.2. natural disaster risk management including risk assessment, mapping, prevention measures;
23.3. adaptation support tools: information systems, databases, portals, knowledge and training resources;
23.4. climate change economics, impact cost assessments, adaptation costs and benefits.
24. Strategies for climate financing and land use, land use change and forestry (LULUCF):
24.1. climate change, LULUCF, agriculture and soil;
24.2. climate change financing, including international aspects and tracking of climate expenditure;
24.3. international negotiations and climate strategy.

6.Expiry date of the list resulting from this call for expressions of interest:

The list of potential candidates is valid for up to 3 years from the date of dispatch of this notice. Any person interested may submit an application at any time during the period of validity of the list, with the exception of the last 3 months.
7.Legal form of the group awarded the contract:

No particular legal form is required. Natural persons can also apply.
8.Criteria for inclusion on (one or more of) the sub-lists of potential contractors:

8.1. Exclusion criteria:
Candidates will be excluded if:
(1) they are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations;
(2) they have been convicted of an offence concerning their professional conduct by a judgment which has the force of 'res judicata';
(3) they have been guilty of grave professional misconduct proven by any means which the contracting authority can justify;
(4) they have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the contracting authority or those of the country where the contract is to be performed;
(5) they have been the subject of a judgment which has the force of 'res judicata' for fraud, corruption, involvement in a criminal organisation or any other illegal activity detrimental to the EU's financial interests;
(6) they are currently subject to an administrative penalty referred to in Article 96(1) of the Financial Regulation.
Candidates must provide a declaration of honour (see the standard application form under part B) stating whether or not they are in one of the situations referred to above. This declaration of honour must be signed by the person(s) empowered to represent the candidate and to sign any subsequent contracts.
Candidates included on the lists of potential tenderers having received an invitation to tender may be requested to declare that they are still in the same situation in respect of the exclusion criteria as indicated in their application and before being awarded, be requested to provide the evidence mentioned in this declaration of honour.
Where the application involves more than 1 legal entity (including members), each entity must provide the form.
8.2. Selection criteria:
The selection criteria are set out below:
1. Financial and economic capacity:
Candidates are required to fill in a simplified balance sheet and profit and loss account of the 2 last years (see part D1 of the standard application form). The financial data will be used to assess the applicant's liquidity, solvency, financial profitability, and the ability to meet obligations and manage the complementary volume of activity. Financial capacity assessment shall guarantee a selection of candidates with sound and sufficient financial resources allowing them to run their activities over the period of implementation of the contract.
In the event that the candidate is unable to complete the form (e.g. natural persons or universities) the following alternatives would be acceptable:
(a) financial statements for the last 2 financial years; or
(b) declaration concerning the sales turnover related to the field associated with the invitation to tender during the last 3 financial years; or
(c) other substantiating documents if the candidate or applicant cannot, for valid reasons, provide those indicated above.
2. Technical and professional competence for each selected field of expertise:
Candidates should present evidence of educational and professional qualifications of the composition of the firm's managerial staff and those of the person/persons responsible for carrying out the work, for each selected field of expertise. Curriculum vitae must be provided. Candidates should provide a list of related projects that were carried out over the past 3 years.
9.General information:

1. List of European Union Member States and/or third countries where candidates are competent to carry out the work.
2. Proof of enrolment on a professional or trade register.
(All candidates must prove that they are authorised to perform the contract under national law, as evidenced by inclusion in a trade or professional register, or a sworn declaration or certificate, membership of a specific organisation, express authorisation or entry in the VAT register. If the candidate is a natural person, she/he will be required to prove her/his status as a self-employed person. She/he must supply details of her/his social security cover and situation with regards to VAT regulations. If the candidate is a consortium, please provide a proof of enrolment for each member of the group.)
