De beoordelingscommissie die zal bestaan uit vertegenwoordigers van Ontwikkeling Nieuw Zuid NV, van het team van de Stadsbouwmeester van de Stad Antwerpen en van AG Stadsplanning Antwerpen zal na een jurering minimum 3 tot maximum 5 kandidaten selecteren uit de ingediende kandidaturen op basis van de uitsluitingscriteria, de economische en financiële draagkracht, de technische bekwaamheden, de referenties en de kwaliteit van de voorgestelde visie op de opdracht en het projectgebied Nieuw Zuid, dit gekaderd binnen een structuurvisie op een ruimer studiegebied. De kandidaturen dienen opgemaakt te worden op basis van het op aanvraag beschikbare bestek fase 1. De geselecteerden kandidaten ontwerpteams zullen op basis van het bestek fase 2 een ontwerp- masterplan opmaken voor het projectgebied Nieuw Zuid gekaderd binnen een structuurvisie op een ruimer studiegebied. Na jurering zal een team worden geselecteerd aan wie de opdracht tot het opmaken van een masterplan voor het projectgebied Nieuw Zuid wordt toegewezen.
Voor de opmaak van het ontwerp-masterplan (fase 2) zullen de geselecteerden elk een vergoeding verkrijgen van 10 000 EUR. De 10 000 EUR van de uiteindelijk geselecteerde kandidaat zal verrekend worden in zijn totaal ereloon. Ontwikkeling Nieuw Zuid zal het bestek fase 2 ter beschikking stellen op een nader te bepalen informatievergadering. Ontwikkeling Nieuw Zuid NV behoudt zich het recht voor om de invulling van de opdracht te allen tijde te wijzigen. Ontwikkeling Nieuw Zuid NV behoudt zich het recht voor om de procedure te allen tijde te beëindigen en onderhavige opdracht niet te gunnen. Het afbreken van de procedure geeft de kandidaten geen enkel recht op enige vergoeding of andere aanspraak. Ontwikkeling Nieuw Zuid NV kan besluiten om de rechten en verplichtingen die hij uit deze opdracht put over te dragen aan een nog op te richten rechtspersoon.
De geselecteerde kandidaat stemt reeds in om de contractbesprekingen te voeren op basis van het standaardovereenkomst van Ontwikkeling Nieuw Zuid NV.
De beoordelingscommissie kiest (finaal) op basis van de gunningscriteria de regelmatige offerte die in alle opzichten de beste waarborgen biedt. Hierbij zal rekening worden gehouden met de gunningscriteria. De kandidaturen en offertes dienen opgesteld te worden in het Nederlands - de voertaal van de ganse procedure is het Nederlands. Iedere inschrijver verklaart zich onvoorwaardelijk en onherroepelijk akkoord met de selectieprocedure door de indiening van zijn kandidatuurstellingsdossier.
