Synopsis:

This is a pre-solicitation notice to notify contractors that the Government is contemplating advertising a solicitation in the near future for the Removal of Asbestos in Multiple Facilities on Morón AB, Spain. This is not a request for proposal, and there is no solicitation package available at this time. The solicitation shall include but shall not be limited to the following: removal, maintenance and repair of asbestos-containing materials (ACM), repair and maintenance of structures, substrates, or portions thereof, that contain ACM and presumed asbestos containing materials (PACM) and lead based paint at Morón Air Base, Spain. It also covers requirements for storage, transportation, disposal and housekeeping activities on the site or location at which these activities are performed. This description of work is for general information only. It is not our intention to describe every feature of items of work or to define the scope of work. The solicitation will be a Request for Proposal (RFP), Lowest Price Technically Acceptable (LPTA) solicitation. The Contractor's proposal must include an updated Certificate of Classification issued by the Spanish "Registro Oficial de Licitadores y Empresas Clasificadas del Estado" of the "Ministerio de Economía y Hacienda" covering Group C, Subgroup 1, and Category b held by the Contractor or his subcontractor. Award will be made to the offer representing the best value to the Government in accordance with FAR Part 15. The Government reserves the right to award a contract to other than the lowest priced offer. There will be no public opening. The NAICS Code for this project is 562910. The magnitude of this project is between $100,000 and $250,000. The total contract performance period is anticipated to be 240 calendar days upon issuance of a notice to proceed. In order to be awarded a contract by the U.S. Government, the offeror must be registered in the Central Contractor Registry (CCR). Registration can be made on line at www.ccr.gov. NOTE: You must have a Data Universal Numbering System (DUNS) number and a NATO Commercial and Government Entity (NCAGE) Code to register. The closing date and time for submission of offerors will be on or about March 19, 2012; the actual date will be in the solicitation package which will be posted to www.fbo.gov. The solicitation package will be available for download at www.fbo.gov on or about February 16, 2012. The government will not provide paper copies of the solicitation. Interested vendors are responsible for monitoring the www.fbo.gov for the release of the solicitation package, for any other pertinent information, including information about the site visit, and for downloading their own copy of the solicitation package. NOTE: The response date cited above is an estimate, not an actual. This notice does not obligate the government to award a contract nor does it obligate the government to pay for any proposal preparation costs.
