Synopsis:

(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes referencing RFQ Number AG-447U-S-10-0056.

(III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43.

(IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 441221, Motorcycle, ATV, and Personal Watercraft Dealers. The small business size standard is $7.0 Million.

(V) This combined solicitation/synopsis is for purchase of two (2) All Terrain Vehicles equipped with 2,500 lb. winches. Trade-ins are included with this acquisition.

(VI) At a minimum, ATVs shall conform to the specifications in the attached document.

(VII) ATVs shall be delivered and trade-ins removed from the Kisatchie National Forest office located at 2500 Shreveport Highway, Pineville, Louisiana 71360, within 30 days after receipt of award.

(VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition.

(IX) FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The following factors shall be used to evaluate offers: 1) Price, 2) Product Suitability for Forest Service Work. Evaluation factors are equal. Offerors should submit product sheets or specifications for ATVs and winches with their offer.

(X) Offerors must complete their Representations and Certifications online at http://orca.bpn.gov or submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (June 2009), with their quote.

(XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Mar 2009), applies to this acquisition.

(XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (June 2009) applies to this acquisition. The following clauses under subparagraph (b) apply: 3, 4, 8i, 20, 21, 22, 23, and 39.

(XIII) Offerors quotes shall include credits for the trade-in of two Honda TRX450 ATVs (photographs attached).

(XIV) Quotes are required to be received in the contracting office no later than 3:00 P.M. Central on Friday, September 3, 2010. All quotes must be emailed or mailed to the attention of Gemaa Pelch. Quotes may be on the vendor's letterhead and should state the unit price per ATV and trade-in values.
