Das Bundesministerium für Land- und Forstwirtschaft, Umwelt und Wasserwirtschaft beabsichtigt im Rahmen der Klimaschutzinitiative klima:aktiv die Durchführung des Programms qm heizwerke Phase II. Ziel des Programms ist, mit einer begleitenden Qualitätskontrolle bei der Planung, Errichtung und dem Betrieb von Heizwerken eine wesentliche Verbesserung der Qualität der Anlagen zu erzielen, wodurch nicht nur ein effizienter Betrieb und somit Fördermitteleinsatz, sondern auch Nachhaltigkeit im Bereich der Biomassenahwärmeversorgung erreicht wird.

Der Preisrahmen liegt zwischen 120 000 EUR – 140 000 EUR jährlich (einschließlich Umsatzsteuer) und beträgt für die Leistungsdauer von 2 Jahren maximal 280 000 EUR. Zusätzlich zu den zu beauftragenden Leistungen ist dem Auftraggeber ein Optionsrecht auf Erbringung weiterer Leistungen im Ausmaß von etwa 50 % des Gesamtauftragswertes einzuräumen.

— Erfahrungen mit Informationsarbeit bzw. -verbreitung (Vorträge, Publikationen etc.) bzw. projektbezogener Organisationserfahrung (Veranstaltungen),
— Erfahrungen mit internationalen Kooperationen und Projekten im Bereich Qualitätssicherung von Biomasse-Heizwerken,
— Unabhängigkeit von erwerbswirtschaftlichen Aktivitäten im Bereich der Planung, Bauaufsicht und Betreibens von Biomasse-Heizwerken.
