Vergabe eines Beratungs- und Betriebsführungsauftrages für drei Altenpflegeheime mit rd. 200 Pflege- und Betreuungsplätzen in der Stadt Hall in Tirol unter Beachtung der einschlägigen Rechtsvorschriften, insbesondere des Landes Tirol und des österreichischen Arbeits- und Sozialrechts. Der Auftragnehmer hat - auf Grundlage eines jeweils mit der Auftraggeberin jährlich abzustimmenden Detailkonzepts bzw. Budgets - die Organisation und Führung der Betriebe, insbesondere Qualitätssicherung, Personalbewirtschaftung, Leistungsplanung und –controlling zu erbringen, sowie alle Handlungen vorzunehmen, die zum fortdauernd wirtschaftlich ausgeglichenen Heimbetrieb unter den jeweiligen Rahmenbedingungen im Land Tirol bzw. der rechtlichen und finanziellen Vorgaben des Landes Tirol erforderlich sind. Gemäß aktueller Rechtslage ist die Stadt Hall Inhaberin des Rahmenvertrages mit dem Land Tirol. Leistungsbeginn ist voraussichtlich der 2.4.2012, wobei zunächst im Rahmen von Beratungsleistungen in Abstimmung mit der Stadt Hall die Konzepte zu erstellen sind. Ab voraussichtlich 1.6.2012 ist die Betriebsführung auf unbestimmte Zeit mit jährlicher Kündigungsmöglichkeit, zu übernehmen.

Information and formalities necessary for evaluating if the requirements are met: Teilnehmer haben zum 22.2.2012 ihre Zuverlässigkeit und Leistungsfähigkeit durch folgende Angaben schriftlich nachzuweisen: Eintragung im Berufs- oder Handelsregister des Herkunftslandes; Befugnis zur Betriebsführung von Altenpflegeheimen; Aktueller Auszug aus dem Strafregister oder vergleichbarer Nachweis (Zuverlässigkeit); Erklärung, in welcher der Teilnehmer ausdrücklich seine Zuverlässigkeit und das Nichtzutreffen eines laufenden Insolvenzverfahrens sowie seine strafrechtliche und arbeitsrechtliche Unbescholtenheit bestätigt. Bankerklärung (Bonitätsauskunft), nicht älter als drei Monate. Nennung von Referenzprojekten, die mindestens dem Dreifachen der ausgeschriebenen Kapazität entspricht, d.h. Führung von mindestens neun Altenpflegeheimen oder von mindestens 600 stationären Pflegeplätzen (Altenpflege). Für die Auswahl der Teilnehmer am Vergabeverfahren werden folgende Kriterien herangezogen: Größe bzw. Höhe der Anzahl von bereits geführten Pflegeplätzen, das Angebot von Sondertherapie- und mit der Altenpflege verbundenen Pflege- und Betreuungsangeboten des Teilnehmers (50 %), die Qualität der Leistungen bzw. des Teilnehmers, z.B.: Qualitäts- und andere Auszeichnungen, Nachweis von Referenzprojekten (50 %).
