In den EU- bzw. EWR-Mitgliedstaaten ansässige natürliche und juristische Personen, die nachweislich gemäß den Rechtsvorschriften ihres Heimatlandes zur Erbringung der ausgeschriebenen Leistungen befugt sind. Im Übrigen wird auf die Anwendbarkeit des § 20 Abs. 1 bis 3 BVergG hingewiesen. Österreichische Ziviltechniker mit entsprechender aufrechter Befugnis gemäß Ziviltechnikergesetz 1993 idgF., die zur Übernahme der ausgeschriebenen Leistungen berechtigt sind.
