RECOVERY: Description: The General Services Administration (GSA) announces an opportunity for Design Build Services in Rapid City, South Dakota. GSA will be using funds from the FY 2009 American Recovery and Reinvestment Act for this project.



This Presolicitation is issued under the American Recovery and Reinvestment Act of 2009 (ARRA) and is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the General Services Administration (GSA).



The Solicitation will be issued on or about December 9, 2009.



The General Services Administration, Region 8, Mountain Plains Service Center, is seeking Design-Build services in Rapid City, South Dakota. The intent of GSA is to reduce energy demand, reduce operation and maintenance costs, and improve building system controls and occupant comfort. The anticipated requirements for this opportunity include the installation of lighting and high performance HVAC components in the Rapid City, SD Federal Building/U.S. Courthouse, which will both decrease energy consumption and operational cost.



This design build project will include:



  • The design and installation of lighting occupancy sensors

  • Tie the building lighting system into the Building Management System

  • Replace the rooftop package unit thermostats with programmable thermostats

  • Replace the store front entry system

  • Replace all exterior windows

  • Exterior lighting retrofit

  • Replace 4 rooftop air conditioning units



A site visit shall take place on December 10, 2009 at 9 am at 515 9th Street, Rapid City, SD 57701, and consist of a meeting to review design requirements and a walk-thru of the project site. The meeting shall be attended by the Contractor, the Contractors Architect-Engineer (A/E) design firm, the GSA Project Manager, GSA Contracting Officer, and GSA Property Management staff. Appropriate design staff (e.g. mechanical engineer, electrical engineer, etc.) should participate. The site visit is an opportunity to review project scope requirements, including demolition, cutting and patching, temporary equipment requirements, hazmat issues, etc. It is anticipated that the meeting will last approximately 2 hours or more, depending on the information needs of the Contractor's A/E design team.




The Design-Build is anticipated to begin in early 2010. Award will be a firm fixed-price contract. The procurement method will follow the Small Business Competitiveness Demonstration Program and have no small business set-aside.



The design and construction cost for Rapid City, South Dakota Federal Building/U.S. Courthouse is estimated at to be between $500,000 and $1,000,000.

All small business offerors that are interested in obtaining the Request for Proposal (RFP) for the Rapid City Federal Building/Courthouse, please email the Contracting Officer at darlene.gonzales@gsa.gov. The attached Safeguarding and Dissemination of Sensitive but Unclassified (SBU) Building Information form must be completed and received prior to issuance of the RFP.

Submission for all questions is due January 1, 2010 to the following individuals: Amy George , amy.george@gsa.gov, Project Manager; Heather.Korth@gsa.gov, Asst. Project Manager; and darlene.gonzales@gsa.gov, Contracting Officer.

The submission date of January 14, 2010 remains unchanged and will NOT be extended due to the stringent American Recovery and Reinvestment Act (ARRA) timelines.
