Synopsis:

This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with limited sources under authority of FAR 6.302, Only one or a limited number of responsible sources, and no other supplies or services will satisfy agency requirements to purchase Composer Evolution software to support the next generation of Steam Plant System Controls at Robins AFB. ABB Inc is the designer source and owner of the software; and therefore the only source capable of meeting this requirement. This proprietary software can only be obtained through the source listed above. Any other responsible source capable of meeting the requirement may submit technical, delivery, pricing, and past performance data sufficient to determine capability. However, the determination to compete or not to compete this requirement is solely at the discretion of the Government. To be considered, any such documentation must be received NLT 10 September 2010, 4:00PM EST. Only electronic submissions will be accepted and no extensions will be granted. All respondents must be registered in the Central Contractor Registration (CCR), ORCA, and have a valid DUNS number, Cage Code, and Tax Identification Number.
