NASA/KSC plans to issue a Request for Proposal (RFP) for Applied Meteorology Unit(AMU) Support. Previous notices regarding AMU were a Sources Sought Synopsis(NNK12416880R). AMU provides for the services of professional meteorologists and related technicalspecialists able to support and conduct U.S. space program weather applications studiesand analyses (including problem solving leading to the development of computer programsand algorithms, forecast routines, models, displays, databases, etc.). The work will usethe weather data and infrastructure available on the Eastern Range, KSC and otherlocations as appropriate to develop, evaluate and transition technology and techniques tooperational products and services, and may include the support or management ofmeteorological and related research and technology projects. NASA/KSC is releasing a Draft Request for Proposal (DRFP) with this announcement. Thisprocurement is a full and open competition. The DRFP is not a solicitation and theGovernment is not requesting proposals. The DRFP is for planning and information purposesonly. It is not to be construed as a commitment by the Government nor will the Governmentpay for any information solicited. Prospective offerors are encouraged to submit writtencomments via email to the Contracting Officer. Prospective offerors may also submitquestions. Questions and the Government response will be posted to the NASA AcquisitionInternet Service and Federal Business Opportunities Web page. Comments and questionsshould be submitted on or before February 16, 2012, to permit the Government sufficienttime for consideration. When responding, reference the synopsis number, NNK12416880R, inthe subject line of the email. Comments and questions should reference the applicableparagraph number and be attached to the email in Microsoft Office format or AdobePortable Document Format. Telephone questions and comments will not be accepted.NASA/KSC intends to award a single contract with a 5.5 year period of performance(includes basic contract period and option periods). The Government does not intend to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 541712 and 500 employees, respectively. The anticipated release date of the RFP is on or about February 21, 2012, with ananticipated offer due date of on or about March 21, 2012. NASA Clause 1852.215-84, Ombudsman, is applicable.
